In the middle of this mantel clock, the three monarchs Czar Alexander I of Russia, Emperor Francis I of Austria, and King Frederick William III of Prussia stand at the top of a flight of stairs; their coalition in the Holy Alliance was declared at the Congress of Vienna in 1815. Above them are portraits of other regents—or their representatives—who also ratified the final act of the Congress of Vienna: the kings of Württemberg, France, Bavaria, and Denmark, the crown prince of Sweden, and the Prince Regent of England.
